Short answer: you can’t apply for Bhu-Aadhaar (ULPIN) online, and you don’t need to. The state revenue department generates the number automatically once your village map is geo-referenced and your plot’s record is matched to it. What you can do is check whether your plot already has one, fix the problems that stop it from being generated, and avoid paying websites that pretend to sell it.

Why there is no “apply” button
A ULPIN is calculated from the coordinates of your plot’s boundary corners on the official digital map. Until the government has those coordinates, there is nothing to calculate — no form can supply them. That’s why the job sits with the state, plot by plot and village by village, under the Digital India Land Records Modernization Programme (DILRMP).
The same logic explains why the number is free. You are not buying a document; the ID is a by-product of the state’s survey and mapping work. As of August 2026, more than 40.58 crore parcels had one, and DILRMP 3.0 (2026–2031) aims to cover every parcel in the country.
How your plot actually gets a ULPIN
- Your village’s record of rights is computerised (done for 99.9% of records nationally).
- The village map (cadastral map) is digitised (about 97%).
- The map is geo-referenced to real coordinates (about 76% of parcels by August 2026).
- Each plot in the record is matched to its shape on the map (about 85% integration).
- The system generates the ULPIN and prints it on your record.
The national figures above come from Department of Land Resources data presented in August 2026. They show where the bottleneck usually is: geo-referencing and record-to-map matching, not paperwork from owners.
Check first: your plot may already have one
Before you visit any office, look up your plot on your state portal. Our step-by-step guide to finding your ULPIN shows the exact field names for each state.

Land is a state subject, so your ULPIN appears on your state's record of rights. Only official .gov.in / .nic.in sites are listed.

What you can do if your plot is stuck
If neighbouring plots have a ULPIN and yours doesn’t, something specific to your record is blocking it. These are the usual blockers and how to clear them:
| Blocker | How to tell | What to do |
|---|---|---|
| Mutation not done after purchase or inheritance | The record still shows the previous owner | File the mutation (dakhil-kharij / ferfar / namantaran) at the tehsil or through your state’s online mutation service |
| Partition or part-sale never measured | Your share exists in the deed but not as a separate plot on the map | Apply for sub-division measurement at the land records / survey office |
| Area mismatch | Area on the record differs from the area on Bhu-Naksha | Apply for correction or re-measurement; carry your deed and old records |
| Spelling or share error in the record | Name, father’s name or share is wrong | Apply for record correction at the tehsil/circle office (state portals can’t edit records themselves) |
| Pending dispute or court case | A case number appears in the remarks column | The record may stay frozen until the case is decided; follow the case on your state’s revenue court system |
When you visit, ask a precise question: “Which step is pending for this plot — mutation, measurement or map linking?” It gets a faster answer than “please give me Bhu-Aadhaar.”
What is voluntary: linking your personal Aadhaar
Some states invite landowners to seed their personal 12-digit Aadhaar into the land record to reduce impersonation and benami holdings. Under DILRMP this is consent-based. It is a different thing from the land’s Bhu-Aadhaar, and it does not create or change a ULPIN. Separately, several states now require Aadhaar-based identity checks of the buyer and seller at the sub-registrar office — Maharashtra made this mandatory for property registration from 1 October 2026.
How to spot a fake “Bhu-Aadhaar apply online” site
- It asks for a fee to “register”, “apply”, or “download your Bhu-Aadhaar card”.
- Its address doesn’t end in .gov.in or .nic.in, even if the name looks official.
- It asks for your personal Aadhaar number, OTP, PAN or bank details.
- It promises a ULPIN “in 24 hours” or offers to “generate” one for land in a village that hasn’t been mapped.
If you’ve already paid such a site, report it on the National Cyber Crime portal (cybercrime.gov.in) or call 1930.
Frequently asked questions
Is there any official Bhu-Aadhaar registration form?
No. There is no citizen application form for a ULPIN at the national level, and none is needed. States generate it during their land-record and mapping work.
Can I download a Bhu-Aadhaar card?
There is no national Bhu-Aadhaar card. The ULPIN appears on your record of rights; download the digitally signed copy of that record from your state portal if you need an official document.
Does it cost anything to get a ULPIN?
No. The ULPIN is free. You may pay a small fee for a certified copy of your land record or for measurement services.
Can an agent or CSC get my ULPIN faster?
A Common Service Centre can help you download records or file a mutation, but no one can create a ULPIN for land that hasn’t been mapped. Be wary of anyone who claims otherwise.
Will I be fined for not having a Bhu-Aadhaar?
No. There’s no penalty for a plot without a ULPIN; it usually means the state hasn’t finished mapping your village.
